The Changing Futures programme in Lancashire is a £64 million joint initiative by the Department for Levelling Up, Housing and Communities (DLUHC) and The National Lottery Community Fund, the largest funder of community activity in the UK. The fund is for local organisations to work in partnership to better support those who experience multiple disadvantage, including homelessness, substance misuse, mental health issues, domestic abuse, and contact with the criminal justice system. 

Lancaster City Council is pleased to offer a great opportunity for an enthusiastic and self-motivated individual to come and lead a multi-disciplinary team of professionals to include those with lived experience as part of the Lancashire-wide Changing Futures programme.  

The ideal candidate will have experience in social care, housing, health, criminal justice, or relevant charitable and voluntary organisations, with a good understanding of partnership working, operating procedure development, case management, and problem-solving.  

Alongside the general management of the service, your role will focus on supporting the team to provide holistic, intensive support for their caseloads, whilst ensuring resident voices are heard. You will ensure that all aspects of the service are delivered to the highest standard, and be responsible for preparing and presenting reports on local performance / updates at the Lancashire Changing Futures Board. In addition, you will have the ability to shape delivery, develop and share best practices with stakeholders from across the district. 

A full current UK driving licence is essential, as the post holder will be required to travel to and from different locations. Reasonable adjustments can be made for those who are unable to drive due to a disability. As a result, you will be required to sign up to the authorised external DVLA driving licence validation organisation that we use to manage and monitor our employees driving licence data 

Please note this post is funded by the Changing Futures Programme and will be offered on a fixed term until December 2023. The hours of work for this position are 37 per week, working 5 days out of 7, including weekends and evenings when required. 

The Council currently operates an excellent Flexible Working Hours Scheme which applies to this post. Subject to the needs of this business, this may allow employees to work between the hours of 6:00am-10:30pm. 

For internal applicants, this role will be considered for a secondment opportunity. When this role comes to an end, the successful internal applicant will return to their substantive role. The secondment of an employee from another Service can only take place with the agreement of the Manager of the Service the applicant is contracted to.
